Lamont and Margo go to see the performance of a hypnotist, during which the hypnotist asks Margo to think of a question to which only she knows the answer. Margo of course thinks, "Who is The Shadow?" and involuntarily answers her question mentally. Afterwards, Lamont receives a telegram from the hypnotist and when they meet, the man reveals that he has many high government dignitaries of various lands under his hypnotic sway only if he feels fear will his hold over them be broken. With their involuntary help he intends to rule the world. But it is a difficult task, and he would like The Shadow's skilled help--without it, he will expose The Shadow...

For once there doesn't seem to be any crime around at all and this is putting Lamont Cranston in a lost and fed up kind of mood. He even stops by the morgue to see if anyone has turned up there but "business" is even slack there. So Lamont comes up with the idea to investigate Mr Grant Flynn, well-known civic leader, "Mr Flynn the poor mans friend, benefactor of little children," and the worst murdering thief this community has ever known.
