A store owner is sent to prison for perjury for one year because he is scared to reveal the identity of the people who are making him pass counterfeit notes through his shop. The Shadow feels justice has not been done and that the legal system is being undermined by violence and intimidation of witnesses. He sets out to right this terrible wrong with the help of the store owners daughter.

There was an explosion in the engine room of submarine causing three men to die and six to be wounded and sabotage was suspected. It was not the first US naval ship to be sabotaged and they all had one thing in common, they had all been built in Sag Island shipyard. Lamont decides to investigate he saw this as a way that the Shadow could help his country.
